Start with the small-ruminant site and operating scope
For an Indonesian sheep/goat plant, identify the small-ruminant facility scope and species-specific handling before applying the RPH-R/NKV and separate halal-process review.
Review parties: Provincial/local veterinary authority; Agriculture business licensing/OSS authority; BPJPH and the applicable halal inspection/certification bodies; Local environmental authority.
Animal scope: Sheep and goat slaughter; the species, size, fleece/hair and horn ranges must be identified separately.
Verified authority requirements and references
Current business/veterinary framework
No. 34/2025 governs current agriculture business and NKV standards. Match the RPH-R requirements to the facility/species with the veterinary authority. Agriculture Minister Regulation No. 34 of 2025 (Ministry of Agriculture Indonesia; Articles 52–53; KBLI 10110 annex; NKV standard near PDF pages 1256–1278).
Statutory halal separation
Articles 6–9 separate halal and non-halal slaughter locations, work areas and equipment; shift changes alone are not assumed to satisfy this. Government Regulation No. 42 of 2024 on Halal Product Assurance (Government of Indonesia / BPJPH; Articles 6–9, 196–198; PDF pages 4–6 and 73–74).
Official halal assurance template
The SJPH slaughter manual includes ruminants, trained personnel, halal supervision and recorded controls; agree the actual species and stunning protocol with BPJPH/assessors. BPJPH Decision No. 49/2024: SJPH manual for ruminant, poultry and other slaughter services (Badan Penyelenggara Jaminan Produk Halal (BPJPH); Official manual sections on stunning, slaughter and post-slaughter handling).
Environmental framework
Establish the applicable environmental approval, discharge and waste-management requirements for the project's activity, scale and location. Government Regulation No. 22 of 2021 on Environmental Protection and Management (Government of Indonesia; Official regulation metadata and environmental framework).
Halal sheep/goat preparation
Plan the halal location, equipment and supervision as a defined operating scope. Confirm the authority's species/method decision before procurement.
Preparation questions for the local review
- Which small-ruminant method and supervision protocol will the assessors accept?
- How will a sheep/goat method be verified without borrowing poultry or large-cattle parameters?
- What happens to an animal or carcass that falls outside the accepted halal scope?
Non-halal conventional route review
Ask how the proposed product and slaughter method are licensed and labelled under JPH. Do not treat a conventional route as a blanket exemption.
Preparation questions for the local review
- What JPH product classification and labelling applies to the intended sheep/goat products?
- Which local welfare and veterinary method review is required?
- How is the conventional facility separated from any separately proposed halal operation?
Building and line preparation questions
The questions below are equipment and facility planning suggestions. They are not additional statutory requirements and do not grant permission.
- Which RPH-R and NKV sections does the authority apply to this sheep/goat facility?
- Are sheep and goats handled in distinct groups with a documented size/horn range?
- What restraint, tool access and gambrel geometry fit those groups?
- How will skins/fleece and offal move without crossing clean carcasses?
- How are separate halal/non-halal location, tools and waste facilities shown if both routes are proposed?
Design implication for the sheep/goat line
Prepare a sheep/goat handling schedule, measured rail plan and separated material routes; confirm the applicable small-ruminant audit before ordering a method-specific package.
Measure the actual animal range, gambrel/rail positions, skin-preparation tasks and the handoffs into dehiding and clean dressing. Keep carcass/offal identification, held-product access and the chilling interface visible on the drawing.
Decisions still requiring local confirmation
- Applicable RPH-R and NKV assessment sections for cattle or sheep/goats.
- JPH product classification, certification obligations and labelling.
- Physical separation and waste/service boundaries if halal and non-halal activities are proposed.
- The permitted stunning method, monitoring and non-conforming-animal procedure.
