Start with the small-ruminant site and operating scope
Prepare an Uzbekistan sheep/goat enterprise with a species and flock-handling brief for the territorial veterinary review, alongside the applicable environmental category and optional Halol assessment.
Review parties: Territorial veterinary and livestock-development authority; Environmental authority; Technical Regulation Agency and the chosen halal certification body; Local land/building authorities.
Animal scope: Sheep and goat slaughter; the species, size, fleece/hair and horn ranges must be identified separately.
Verified authority requirements and references
Statutory veterinary permission framework
Annex 2 item 15 lists a veterinary-sanitary conclusion for specialized slaughter enterprises and related animal-product operations. Law ZRU-701 on licensing, permission and notification procedures (Republic of Uzbekistan / LexUZ; Annex 2 item 15).
Official service starting point
Portal service 237 is the veterinary-sanitary conclusion starting point; confirm territorial filing, species scope and current document requirements. Veterinary-sanitary conclusion for a specialized slaughter enterprise (Unified Interactive Public Services Portal / veterinary authority; Service title and organization).
Current environmental framework
The 2025 environmental law establishes expertise and impact-assessment procedures; confirm the project's category and materials before construction. Law ZRU-1036 on environmental expertise and impact assessment (Republic of Uzbekistan / LexUZ; Articles 3–11 and commencement metadata).
Voluntary halal certification
Resolution 57/2025, effective 2 May 2025, provides voluntary Halol certification and assessment; it does not replace veterinary permission. Cabinet Resolution No. 57/2025 on Halol certification (Cabinet of Ministers Uzbekistan / LexUZ; Regulation paragraph 1 and assessment chapters; commencement metadata).
Certification-body enquiry
Check the selected body's slaughter/species scope, applicable standard and intended buyer's recognition before describing the operation as certified. UzHalalTest certification-body information (Uzbekistan Scientific Testing and Quality Control Center (UzTest); Certification-body information page).
Halal sheep/goat preparation
Develop the halal assessment scope under the voluntary Halol procedure and agree the slaughter method with the selected competent body.
Preparation questions for the local review
- Is the selected Halol body's assessment scope suitable for sheep/goat slaughter?
- Which method, personnel and records must be reviewed for these species?
- Does the intended buyer recognize the selected scheme for the named products?
Non-halal conventional route review
Plan the conventional operation through the same applicable veterinary, building and environmental reviews; do not add a halal label without supporting conformity.
Preparation questions for the local review
- Which small-ruminant slaughter method and veterinary controls will the territorial body accept?
- What identification and carcass/offal presentation is required for the proposed facility?
- How are conventional products and optional Halol-certified products identified separately?
Building and line preparation questions
The questions below are equipment and facility planning suggestions. They are not additional statutory requirements and do not grant permission.
- Does the veterinary conclusion cover sheep, goats and the proposed cutting/storage activities?
- How will flock unloading, pens and the selected restraint positions fit the building?
- What rail/gambrel and workstation adjustments are needed for separate sheep and goat ranges?
- Where will skins/fleece, offal and held materials go after inspection?
- Which waste and discharge records are needed for the environmental review?
Design implication for the sheep/goat line
Document sheep/goat ranges and skin/offal paths before choosing rail and workstations; allocate veterinary, environmental and any voluntary halal assessment tasks separately.
Measure the actual animal range, gambrel/rail positions, skin-preparation tasks and the handoffs into dehiding and clean dressing. Keep carcass/offal identification, held-product access and the chilling interface visible on the drawing.
Decisions still requiring local confirmation
- The current territorial veterinary submission and species-specific inspection conditions.
- Environmental category and assessment materials under the 2025 law.
- Halal assessment-body scope, method acceptance and buyer/destination recognition.
- The revision effective at filing; no processing time or fee is promised.
