Start with the small-ruminant site and operating scope
Prepare a Malaysian sheep or goat abattoir by documenting each animal range, group handling and skin-removal route, then taking the plan through the DVS and applicable halal review.
Review parties: State Department of Veterinary Services; Local planning/land authorities; Department of Environment; JAKIM/JAIN or the competent state halal authority.
Animal scope: Sheep and goat slaughter; the species, size, fleece/hair and horn ranges must be identified separately.
Verified authority requirements and references
Official application requirement
The current DVS packet includes an architect's layout and site/company records. Ruminant operating licensing calls for slaughterer halal authorization. DVS private slaughterhouse build application and checklist (Department of Veterinary Services Malaysia; PDF page 3, checklist items 1–11).
Official approval guidance
DVS treats construction approval and operating licensing as separate steps, with site/premises review and related agency comments. DVS private abattoir construction approval and operating licence flow (Department of Veterinary Services Malaysia; PDF pages 1–3).
Veterinary technical reference
Use the cattle/goat/sheep veterinary-hygiene checklist with DVS; confirm the version and scheme relevant to the facility. GVHP ruminant slaughterhouse checklist: cattle, goats and sheep (Department of Veterinary Services Malaysia; Document title and revision note).
Halal certification condition
The halal slaughterhouse scheme covers ruminants and dedicated halal slaughter premises; method approval and species-specific stunning conditions remain essential. Malaysia Halal Certification Procedure Manual (Domestic) 2020 (JAKIM/JAIN; official copy hosted by the Perlis Islamic Religious Affairs Department; PDF pages 47–53; printed pages 44–50).
Environmental screening
Ask DOE which prescribed-activity assessment and discharge requirements apply to the proposed location and activity. Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 2015 (Department of Environment Malaysia; DOE official Order reference).
Halal sheep/goat preparation
Prepare a dedicated halal operating scope with the competent authority, including personnel authorization, method review and production records.
Preparation questions for the local review
- Which sheep/goat-specific method and head-access arrangement will the authority approve?
- How are authorized slaughter personnel, supervision and operating records provided?
- How are non-conforming animals and products kept outside the halal scope?
Non-halal conventional route review
Confirm the admissible conventional route with State DVS and local authorities. A non-halal website route does not bypass ruminant operating conditions.
Preparation questions for the local review
- Will State DVS accept the proposed conventional sheep/goat route at this site?
- Which ruminant slaughterer authorization and welfare controls remain necessary?
- Does a change between sheep and goat batches require a revised handling or tool plan?
Building and line preparation questions
The questions below are equipment and facility planning suggestions. They are not additional statutory requirements and do not grant permission.
- Will the facility handle sheep, goats or separate batches of both?
- How will flock unloading, pens and the approach to restraint prevent cross-traffic?
- Which small-ruminant restraint and species-specific method will the competent authority accept?
- How do gambrels, rail levels and operator positions fit the actual animal range?
- Where do skins/fleece, offal and inspected carcasses leave the dressing route?
Design implication for the sheep/goat line
Show sheep and goat handling ranges beside the rail/gambrel and skin-removal interfaces; confirm the species-specific method before deciding equipment fit.
Measure the actual animal range, gambrel/rail positions, skin-preparation tasks and the handoffs into dehiding and clean dressing. Keep carcass/offal identification, held-product access and the chilling interface visible on the drawing.
Decisions still requiring local confirmation
- The accepted slaughter route and personnel requirements for the proposed site.
- The current halal scheme/circulars and species-specific method decision.
- Local land/building and environmental screening requirements.
