Sheep and goat abattoir approvals: official country starting points

Check official sheep and goat abattoir sources for Malaysia, Indonesia, Kazakhstan and Uzbekistan, with veterinary, environmental and separate halal-route review.

Separate the official approval path from equipment preparation

Choose the site country and operating route before finalizing the layout. These references distinguish veterinary/building/environmental preparation from the separate halal assessment scope.

Halal sheep and goat route

The appointed certifier and veterinary team must agree the slaughter method, any permitted reversible stunning, personnel and evidence before the line is specified.

Non-halal sheep and goat route

Use the conventional route to define authority-approved handling, welfare controls, stunning where required or selected, bleeding and veterinary release.

Four country starting points

Malaysia sheep and goat guide

The DVS operating-licence packet for ruminants includes halal slaughterer authorization. Ask State DVS whether the proposed non-halal sheep/goat operation is admissible at this site before selecting equipment. Personnel authorization and premises halal certification are different decisions. DVS private slaughterhouse build application and checklist (Department of Veterinary Services Malaysia; PDF page 3, checklist items 1–11).

  • The accepted slaughter route and personnel requirements for the proposed site.
  • The current halal scheme/circulars and species-specific method decision.
  • Local land/building and environmental screening requirements.

Indonesia sheep and goat guide

The statutory halal/non-halal separation covers locations, work areas and equipment. A shared line changed between shifts is not presumed compliant. Agree the actual small-ruminant facility, product classification and physical boundaries with the applicable veterinary and JPH reviewers. Government Regulation No. 42 of 2024 on Halal Product Assurance (Government of Indonesia / BPJPH; Articles 6–9, 196–198; PDF pages 4–6 and 73–74).

  • Applicable RPH-R and NKV assessment sections for cattle or sheep/goats.
  • JPH product classification, certification obligations and labelling.
  • Physical separation and waste/service boundaries if halal and non-halal activities are proposed.
  • The permitted stunning method, monitoring and non-conforming-animal procedure.

Kazakhstan sheep and goat guide

Keep mandatory veterinary and meat-safety obligations separate from an optional or buyer-required halal conformity scope. Ask the appointed body which current standard and destination recognition apply to the sheep/goat products; declaring a conformity claim creates obligations for the selected scope. Law of Kazakhstan on Standardization (Republic of Kazakhstan / Adilet; Article 26(1)–(3)).

  • The plant's exact veterinary facility category and required documentation.
  • Current halal standard edition, assessment-body scope and destination acceptance.
  • Applicable EAEU conformity route for the products supplied.
  • Environmental category and the version effective at the project date.

Uzbekistan sheep and goat guide

The Halol procedure in Resolution 57/2025 is voluntary and has been effective since 2 May 2025. It does not replace the specialized slaughter enterprise's veterinary-sanitary permission or environmental review. Confirm the chosen body's sheep/goat slaughter scope and buyer recognition. Cabinet Resolution No. 57/2025 on Halol certification (Cabinet of Ministers Uzbekistan / LexUZ; Regulation paragraph 1 and assessment chapters; commencement metadata).

  • The current territorial veterinary submission and species-specific inspection conditions.
  • Environmental category and assessment materials under the 2025 law.
  • Halal assessment-body scope, method acceptance and buyer/destination recognition.
  • The revision effective at filing; no processing time or fee is promised.

Preparation checklist for the owner and local team

These are author planning suggestions, to make the site and equipment review concrete.

  • Identify the species, product range, operating pattern and site.
  • Confirm land/building and environmental screening with the local team.
  • Review receiving, slaughter, dressing and clean-product movement with the veterinary authority.
  • Define the religious-assessment scope or the accepted conventional method.
  • Allocate personnel, utilities, waste, inspection and cold-chain responsibilities.
  • Record the authority decisions and document revisions still pending.

Record the basis for the equipment proposal

Name the reviewers and attach their applicable requirements to the process and building brief. Mark what is already determined, what still needs confirmation and which party will supply each mechanical, utility or cold-chain interface. Keep the selected sheep/goat scope and halal or conventional route consistent through all documents.

Review date and updates

The checked date identifies this source review, not a legal approval or document publication date. Confirm the consolidated version and scheme effective at filing.
